Workable Techniques To Get Glitch Effect In Photoshop: Step By Step
This makes up the blue part that we can’t see right now, but we’ll work on that later.
Select the Move Tool and use the arrow keys to slightly move the Text 01 and Text 02 layers in opposite directions to achieve the red and blue color you want.
Create a new layer above all layers, name it Filters 01 and press Option-Command-Shift-E to create a stamp from all the layers you have.
To add an inverse layer mask, hold down the Select key and click the Add Layer Mask icon at the bottom of the Layers panel.

Select the Rectangle Marquee tool and make random selections covering some of the text, making sure to stretch the selection to go outside the left and right sides of the text.
Click Options to open the Filter 01 layer mask thumbnail. We will use this as a reference to select from already existing lines.
Again use the Rectangle Marquee Tool to create a thin line between the items you have and leave some areas unselected.
Hold down Selection to get the original content, click the Filter 01 layer mask thumbnail again, select the Filter 02 layer mask thumbnail, and fill in the new selection.

Filters Select the 01 layer, go to Filter > Pixelate > Mesotint and set the Type to Short Strokes.
Select the Filter 02 layer and go to Filter > Distort > Wave. This can be a tricky filter to use, so you may need to try different values to get the results you want.
Go to Filter > Stylize > Wind and set Mode to Wind and Direction to Right.
If you need to remove unwanted areas, select the layer mask thumbnail, select the Brush tool and choose a soft rounded tip.

Click the “Create a new fill or adjustment layer” icon at the bottom of the Layers panel and select Color Search.
Click the “Create New Fill or Adjustment Layer” icon at the bottom of the Layers panel, select a pattern, and use the “Pattern 1” fill from the Basic Scanner pattern set.
Click OK and go back to Filter > Settings > Grain and use the same values as in the previous step.
Click on the New Effect Layer icon in the lower right corner and go to Sketch > Conte Crayon and make the following settings:

Use the Rectangle Marquee tool to make random selections throughout the document, but try not to make large selections within the text.
Press Command-J to copy the selection to a new layer, rename the noise line, and change the Blending Mode to Color Dodge.
